Climate Change and Sustainable Development Sector (CSD/CSD)
The Climate Change and Sustainable Development Sector (CSD) main activities include lending operations, technical assistance, and knowledge generation to ensure the mainstreaming of sustainability and climate change consideration in Bank operations. CSD is composed of three divisions: (i) Environment, Rural Development and Disaster Risk Management Division, with responsibility in the areas of rural and agricultural development, rural tourism development, agricultural services, plant and animal health, food safety, marketing, certification and quality, markets for rural factors (land administration, water for irrigation, and rural finance), rural productive infrastructure, rural business development and diversification, rural institutional strengthening, forestry, biodiversity, bio-energy, fishery and aquaculture.; (ii) the Climate Change Division, with responsibility in the areas of climate change mitigation and adaptation, including evaluations of risks and vulnerabilities due to changes in temperatures, estimated probable economic costs of climate change, legal, institutional and policy frameworks for climate change mitigation and adaptation, identification of adaptation systems and services, and mitigation and adaptation financing; and the (iii) the Housing and Urban Development Division, with responsibility in the area of urban development and sustainable cities.
CSD has a primary role in turning the Bank into an organization that continually invests in knowledge generation and dissemination in the areas of climate change and sustainability.
The Sector Economics Principal Advisor (SEA) will provide economic and analytical advisory to CSD to support the elaboration and dissemination of high quality technical work. The SEA will oversee the strategic direction of the research agenda of the sector and its dissemination, with a view to support the quality of current and future operations, as well as the policy dialogue with member countries.
Key Responsibilities
Lead cutting edge research to support an innovative and relevant operational program on climate change and sustainability.
Lead the formulation of a sector program of analytical studies and supervise the analytical work of staff and external consultants.
Coordinate and oversee the department's knowledge program and its dissemination, and represent CSD in the Bank's Studies and Publications Committee.
Actively seek the creation of knowledge networks within the Bank, with other development partners, and with research organizations, universities, and public sector institutions within and outside the region.
Advice CDS divisions to identify critical issues for the Regional Policy Dialogue and promote quality enhancement of this key instrument to strengthen the dialogue with Ministers, Vice-ministers and other high ranking officials about the most pressing sector issues for the region.
Provide substantial input to the preparation and dissemination of the sector’s strategic documents, assuring high standards of technical quality and coordination with other areas of the Bank, multilateral organizations, governments and academic institutions.
Education: Ph.D. in Economics or equivalent training in economics or related field.
Experience: At least 10 years relevant to the duties of the position preferably in Latin America or the Caribbean. Relevant experience in economic policy formulation is highly desirable. Both should cover one or more of the key institutional areas of the sector.
Publications: In peer reviewed journals or books.
Languages: Proficiency in English and Spanish and preferably working knowledge of a third (French or Portuguese).

Results Management: Critically analyzes and validates the economic data, assumptions, and design underlying IDB projects and programs, and ensures their efficient and successful coordination, implementation and evaluation.

Relationship Management: Develops ongoing relationships with government counterparts, internal stakeholders, academia, and relevant third parties to better inform IDB priorities and the formulation of sound economic strategy and approaches.
Country/Sector Knowledge: Understands the main development challenges and policies of countries and/or sectors and the implications for IDB country and/or sector strategies and programs.
Alignment and Coordination: Aligns efforts across the matrix organization to promote a unified and service oriented approach to clients.
